Two sequential government stages for educational documents, not one — HRD (state-level) verifies the issuing board before MEA will apostille. Sources put the combined timeline at 2–4+ weeks depending on state backlog. Delegated to a consultant but not yet submitted as of mid-July — longest lead time on this lane, get a real date, not a standing assurance.
Certificate must be under 3 months old; several consulates additionally require it still valid within 15–30 days of the actual VFS submission date. Time it right before the appointment, not right after the apostille.
University-facilitated, no fee.
Converted to multi-entry after arrival by the university's international department.
Arrival Bureaucracy

Nothing had moved as of mid-July — roughly 7–8 weeks out from a September departure, against a 2–4+ week HRD+apostille timeline on its own. Delegated to a consultant, which isn't the same as tracked. The usual failure mode isn't incompetence, it's queue position among many clients' paperwork — and the consequence lands on you, not them.

SARTHI (Maharashtra)
Wrong on three independent counts: restricted to Maratha/Kunbi-community applicants domiciled in Maharashtra, funds postgraduate/PhD study only, and requires a QS top-200 university — NWSMU sits at #701–850. Drop entirely.
Education Future International Scholarship
Real, and the ₹2–10L figure is accurate, but it requires funding ≥50% of tuition through an education loan. Your parents are covering tuition outright, so you don't naturally qualify — not worth manufacturing a loan for.
Rossotrudnichestvo government quota
Real, fully-funded, and genuinely competitive on transcript grades — India is a high-demand applicant pool for it. Consistent with the original assessment: not a realistic route on the current academic profile.
